The City Attorney's Office does not provide legal advice or legal services to the public. 

The City Attorney's Office is legal advisor to the Mayor, City Council, its Appointees and Enterprises, including Colorado Springs Utilities and Memorial Health Systems, its boards, commissions and committees, and its staff members in the conduct of City business. In addition, the City Attorney's Office represents the City in all court cases where the City has an interest and prosecutes all cases docketed into Municipal Court.

Additional InformationWynetta Massey has been a member of the Colorado Springs City Attorney’s Office since 1990 and was appointed City Attorney/Chief Legal Officer in 2014. She holds bachelor’s degrees from the University of Missouri in speech communication (with honors) and political science, and graduated from the University of Kansas School of Law in 1989. Wynetta is a national speaker on a variety of municipal law topics, including ethics, land use, marijuana regulation, and the mayor-council form of government. She is the president of the Colorado Municipal League Executive Board, has served on the policy committee and has chaired CML’s amicus committee and the attorneys section. Wynetta also serves on the International Municipal Lawyers Association Board of Directors, is an IMLA Local Government Fellow, has contributed to IMLA’s Legal Advocacy Program, and is a 2022 recipient of the Epps Award for Longevity in Service to a Community.

Corporate

Provides legal representation to all City departments, enterprises, elected officials and members of boards and commissions.

Litigation & Employment

Represents the City and its enterprises in all adversarial actions in any State or Federal court, administrative agencies in which the City, its enterprises, City Council, the Mayor or any board, commission or authority of the City is a party.  Represents and advises the City and its enterprises in employment law matters.

Prosecution

Represents the City in the prosecution of municipal ordinance violations before the Colorado Springs Municipal Court and in licensing enforcement actions before the City’s administrative bodies.

Utilities

Provides legal services to Colorado Springs Utilities, an enterprise of the City of Colorado Springs.
